Most animals are sold live, few are fattened to a target weight or slaughtered under inspection, and most skins leave unprocessed. The market.Ghana produced about 65,431 tonnes of goat and sheep meat in 2024 on the ministry’s estimate. Consumption is harder to pin down: the ministry’s published per-person series stops in 2018, and dividing 2024 output plus 2,832 tonnes of imported frozen sheep and goat meat by the 2024 population estimate of about 33 million gives roughly 2 kg a person, a figure built on the same off-take assumption. Frozen imports are small. The exposure is in live animals, above all the large festival rams walked or trucked in from Burkina Faso, which suspended exports in May 2026 after Niger’s ban in March. In the Eid week of May 2026, ram prices rose in Accra, Tamale, Wa and Upper Manya Krobo and fell in Kumasi. The opening is to run keeping as a business and keep more of the value that now leaves at the farm gate or the border.²³⁴

Keeping animals alive is the hardest part of the business: PPR and internal worms are the main killers, and in Eastern Region PPR vaccination coverage fell from 34.5 percent in 2023 to 13.1 percent in 2024, the year farmers were charged.

Most Ghanaian goats and sheep find their own food by day, and intensive housing ranges from none of 249 northern households surveyed in 2012 to about one registered keeper in five near Kumasi in 2024, so the commercial tier varies by place.

Cost and Returns

Goats and sheep are the cheapest way into Ghanaian livestock, and at 2026 prices a 20-doe breeding flock (about GH¢40,700 of capital) and a 30-ram festival fattening cycle (about GH¢49,300) return revenue-cost ratios of only 1.18 and 1.13 and returns on capital of 8 and about 15 percent, at or below the 15.9 percent lending rate unless the family does the herding or a second festival cycle is run.

Three to five hands stand between keeper and eater, and little value is added along the way because inspected slaughter, chilled meat and skin collection are small or informal, with only about 4 percent of MoFA's estimated off-take passing inspected slaughter.

Ghana projects about 15.81 million small ruminants and about 65,431 tonnes of goat and sheep meat from an assumed off-take and publishes no live-animal price series, and frozen sheep and goat meat is only about 1 percent of frozen meat imports, so the exposure lies in the live Sahel trade.
