The seed is the first cost and the first decision. Buy a slow or diseased fingerling and the cycle is lost before it starts.

Ghana farms two fish that are really two businesses. Nile tilapia is the volume crop, grown in cages on Lake Volta; African catfish is a smaller, hardier trade with its own live market. For both, the fish you raise matters far less than the fingerling you start with. This pillar shows why the seed, not the species or the strain, is the choke point, and why the shortage behind it is one of the clearest openings in the sector.

Start by separating the two. Nile tilapia is the sector. It is the leading farmed species at about 89,850 tonnes, and African catfish the fifth at about 25,600 tonnes, on 2023 figures (FAO GLOBEFISH, 2023) and it is what most people mean when they talk about fish farming in Ghana.

🐟 Two fish, two businesses 🐟

It grows in floating cages, it is sold fresh, and its economics are set on Lake Volta, where about 90 percent of Ghana's farmed fish comes from floating cages on Lake Volta (Banini et al., 2024). African catfish is the second, smaller business. It is hardy, it breathes air, it survives in poor water that would kill tilapia, and it is sold live or smoked rather than fresh. The two share a feed bill and a policy environment, but almost nothing else. Treating them as one crop is the first mistake an entrant makes.

What this means. Do not choose tilapia or catfish by which fish you prefer. Choose by which market you can reach. Tilapia is a fresh-fish, volume, cage business that lives or dies on feed cost and disease. Catfish is a resilient, live-or-smoked, niche business that forgives poor water and thin capital. They ask for different skills, different sites and different buyers.

What this shows

The strain choice is a genuine trade-off, not a ranking. GIFT wins on speed, Akosombo on surviving heat and low oxygen. In a warming, crowded lake, resilience is not a small thing.

Speed is not the only thing

Within tilapia, Ghana has a genuine choice of improved strains, and the marketing pushes only one side of it. The imported GIFT strain is faster: a GIFT tilapia grows about 1.6 to 1.9 times faster than the local Akosombo strain and reaches about 150 grams against the Akosombo's 68 grams over the same trial (Trinh et al., 2021). On that number alone a farmer would always pick GIFT.

But speed is not the only thing that decides whether a cage of fish reaches harvest. The native Akosombo strain, bred at Ghana's own research institute, is tougher: it tolerates heat and low oxygen better than GIFT, with a lethal temperature of about 45.1 against 41.5 degrees Celsius (Obirikorang et al., 2023). In a lake that is warming and crowding, and where low oxygen kills fish overnight, that resilience is worth real money. And the headline speed gap narrows in the water, because survival to harvest is only about 53.6 percent, and it does not differ between the GIFT and Akosombo strains (Trinh et al., 2021). A faster fish that dies before harvest is not faster.

MARKET SIGNAL: CERTIFIED SEED IS THE SCARCE THING. There is also a quiet compliance signal here. Bringing in live GIFT stock without clearance is how new diseases enter a lake, and it is exactly the route by which the 2018 virus is thought to have arrived. A farmer who can supply certified, disease-screened improved seed, of either strain, holds a position the market badly needs and the regulator is trying to build.

🐟 The seed shortage is the business 🐟

Here is the number that matters more than any strain comparison. Ghana does not produce enough fingerlings to stock its own ambition. Hatcheries supply about 79 million fingerlings a year against a shortage of roughly 50 million, and about 63 percent of farms buy seed from disease-positive farms (Asiedu et al.; Ayiku et al., 2016 to 2024).

Two things follow from that single sentence. First, seed is scarce, so a farmer often cannot get the quantity, size or strain they planned for, when they planned for it. Second, and worse, the seed that is available is a disease highway: because farms buy fingerlings from each other, a virus on one farm is on the next farm within a stocking cycle. The shortage and the disease are the same problem wearing two faces, and both point at the same opening.

🐟 Getting the seed right, in practice 🐟

Because the fingerling is the choke point, it is worth being concrete about what good seed and good stocking look like. The table gathers the practical benchmarks that decide whether a batch survives its first weeks. None of it is exotic; all of it is skipped by farmers chasing the cheapest seed that week.

The monosex point is worth a sentence of its own, because it is where seed quality is made or lost. Male monosex fish are produced by feeding 17-alpha-methyltestosterone at about 60 milligrams a kilogram of feed to fry under four weeks old for about 21 to 28 days (WorldFish Monosex Manual, 2020). Done well it is invisible; done badly it produces a cage that breeds instead of grows. It is also a skill an entrant can sell before they ever run a grow-out cage.

🐟 Catfish: the resilient second business 🐟

Catfish deserves its own read, because its numbers are quietly attractive where tilapia's are strained. African catfish yields about 300 to 1,500 kilograms a cubic metre a year at a feed conversion of about 0.9 to 1.4, reaching about 1.1 to 1.6 kilograms in 30 to 50 weeks (FAO African Catfish Manual, 2015). It tolerates the crowding and poor water that would trigger a tilapia die-off, which makes it the lower-risk entry for a first-time farmer with an imperfect site.

The one lever that transforms its economics is oxygen: pond aeration more than doubles catfish growth, from about 91 to 189 grams in twelve weeks, and turns a loss into a profit (Sey et al., 2021). And because most catfish is sold live or smoked, it sidesteps the cold-chain problem that punishes fresh tilapia (see Pillar 6).

What this means. Catfish is the hedge inside this sector. It is harder to kill, cheaper to start, sold through a cash-based live market, and forgiving of the water and capital limits that sink first-time tilapia farmers. For a student or a thin-capital entrant, catfish is often the smarter first cage, with tilapia as the scale-up once the skills and the site are proven.

🐟 The Opening: the fingerling supply gap 🐟

The seed itself is the main way disease moves between farms. Because most farms buy fingerlings from other farms rather than a certified hatchery, a batch of seed can carry a virus onto a clean site before a single fish shows a symptom.

Evidence

About half of infected fish show no symptoms, and roughly two thirds of farms source seed from disease-positive farms (Ayiku et al., 2024).

Every grow-out farmer, but hardest on newcomers who buy the cheapest seed from whoever has stock.

How to manage it, and the opening

Buy only screened seed from a hatchery that will state its health status, and stock a small test batch first. The mirror-image opening is a certified-seed or fingerling-screening service, because the trust gap is itself a market.

The seed-supply shortage

There are simply not enough fingerlings, so a farmer may not get the quantity, size or strain they planned for, when they need it. A cage left empty waiting for seed is capital earning nothing.

How to manage it, and the opening

Book seed ahead on a written schedule, and treat a reliable hatchery relationship as more valuable than a cheap one-off batch. The opening is local hatching itself, which is exactly the shortage turned into a business.

Choosing speed over survival

What it is

Picking a strain on growth speed alone, and ignoring how it copes with heat and low oxygen, can produce a fast-growing cage that dies in a hot, still week before it reaches harvest.

Evidence

The Akosombo strain tolerates a lethal temperature of about 45 against GIFT's 41.5 degrees Celsius, and survival to harvest is about the same for both (Obirikorang et al., 2023; Trinh et al., 2021).

Who it hits

Farmers on shallow, warm or crowded sites who buy the fastest strain by reputation.

How to manage it, and the opening

Match the strain to the site: GIFT where water is deep, cool and well-managed, Akosombo where it is not. The opening is strain-selection advice and site-matched seed supply.

Where this connects. The seed quality set here decides the survival that Pillar 3 (disease) either protects or loses, and the stocking density flows into the production regime in Pillar 4 and the cost model in Pillar 5. Learn to nurse fry: take small fingerlings through their fragile early weeks and sell stronger, size-graded, screened seed to grow-out farmers who cannot afford weak stock. It is asset-light, it turns cash faster than a grow-out cycle, and it teaches you the one skill the whole sector is short of. Catfish is the friendlier fish to learn on, because it forgives the water and cash mistakes a beginner will make.

For entrepreneurs

First move: lock a reliable, screened seed supply in writing before you spend on cages, because seed, not water space, is the binding constraint. Match the strain to your actual site rather than the sales pitch, and stock a small test batch before you commit a full cage. The trap that kills first-timers is buying the cheapest fingerlings from whoever has stock, which is also how disease arrives. If you can hatch or nurse seed yourself, even small, you hold the scarcest position in the chain.

For investors

Diligence asks: where does the seed come from, is it screened, and how exposed is the venture to a fingerling shortage. A grow-out farm dependent on informal seed is a disease position wearing a farming costume, so underwrite the seed supply before the cages. The thesis worth backing is certified hatchery and nursing capacity, which the national plan is actively trying to crowd in and which cuts the disease risk across every farm it supplies. Release capital against a proven, screened hatch, not against cages built.

For ecosystem actors

The lever is certified hatchery and fingerling-screening capacity: every clean fingerling produced in Ghana fills the supply gap and cuts the disease chain at its source. Tie public seed support to hatcheries that can prove health screening, and measure success as the share of national seed demand met by certified sources, not as fingerlings handed out. The failure to avoid is subsidising unscreened seed, which spends public money spreading the very disease it should be fighting.
